Brandon A. Milliner Sr. is Diversity Program Officer for WDF Inc., a Tutor Perini Company, with over nine years of experience in Supplier & Business Diversity. In his current role, he advances supplier and business diversity initiatives, focusing strategically on M/WBE (Minority and Women-Owned Business Enterprises) engagement. Brandon promotes equitable access to contracts by building partnerships with public agencies and construction organizations. His efforts have expanded the qualified M/WBE vendor pool and increased M/WBE contract awards for WDF Inc. Through collaboration, he identifies new contract opportunities and removes barriers to M/WBE participation in procurement.

Brandon has a proven record of championing supplier diversity within public agencies. He served as the lead Supplier Diversity Analyst for the Design-Build and Public Buildings portfolio at the Department of Design & Construction. His expertise includes procurement analysis and regulatory compliance, including NYC Local Law 129, Local Law 1, and Project Labor Agreements (PLAs). He has created sustainable strategies to increase M/WBE utilization and bolster agency engagement.
