Malissa Smith has served as Assistant Commissioner/Agency Chief Contracting Office since joining the New York City Department of Housing Preservation and Development in April 2015. In this role she oversees all procurement activities across the myriad of divisions at HPD. As a strong advocate for the greater inclusion of a diverse vendor pool that reflects the greatness of New York City, she speaks widely on topics related to the partnership between City government and the vendor community, vendor education, and with respect to HPD, how best to navigate the process to meet HPD’s mission to preserve affordable housing.
Prior to joining HPD, Malissa served in a variety of procurement roles at the Fire Department of the City of New York, leveraging her considerable private sector experience in construction management and information technology to better serve the strategic needs of the Department.
Far afield from her professional life, Malissa has a BA in Historical Studies and a Master of Liberal Studies from SUNY Empire State College. She is also the author of A History Of Women’s Boxing, the first such history of the sport to have been published.
