Oliver Osterwind is Vice President of Project Management in NYCHA’s Asset & Capital Management Division, where he leads a capital portfolio valued at over $2 billion and oversees the delivery of more than 250 projects across New York City. He manages a multidisciplinary team of over 120 project management professionals responsible for planning, design, procurement, and construction. Since joining NYCHA in 2014, Oliver has advanced through roles as Managing Structural Engineer and Executive Project Manager, bringing a strong technical foundation and operational discipline to complex public-sector capital delivery. His portfolio includes large-scale rehabilitation, resiliency, and building systems projects with individual budgets exceeding $100 million. Earlier in his career, Oliver supported major municipal capital projects at the New York City Department of Design and Construction. He is a licensed Professional Engineer in New York State and holds a B.S. in Civil Engineering and an M.S. in Structural Engineering from Rensselaer Polytechnic Institute.
