Stephen is Director of Capital Planning and Support (CAPS) at the NYC Department of City Planning, where he leads a team of planners and analysts focused on capital investment, stewardship of citywide needs and facilities, public transparency, and process improvement. He works closely with City agencies, elected officials, and the public to translate policy ideas into implementable capital projects and clearer, faster approval pathways that support housing production.

Recent CAPS initiatives include leading capital planning for major neighborhood studies, launching the Capital Projects Portal to improve transparency around public investments, modernizing the Citywide Statement of Needs, and updating the CEQR Technical Manual to accelerate delivery of small- and mid-scale housing.
