IRA Update: Funding for LEED Affordable Housing

One of the most frequent comments we get about the Inflation Reduction Act (IRA) is that the new law—as exciting as it is—still doesn’t feel quite real. Many of the IRA grant programs are still in development, and many of the newly expanded tax incentives require additional guidance on specific criteria and eligibility.

USGBC has urged patience this year. The magnitude of the new law—with dozens of complex new programs addressing everything from environmental justice to domestic manufacturing and fair labor practices—will take time to get right. In addition, many of the agencies implementing these programs are simultaneously instituting new programs under the bipartisan Infrastructure Investment and Jobs Act (IIJA) that passed in 2021.

However, we’re starting to see results roll in.

Among the most exciting recent announcements is the new $1 billion Green and Resilient Retrofit Program (GRRP) for multifamily housing projects at the Department of Housing and Urban Development (HUD). HUD opened the program for grant applications in late May, with rolling deadlines for affordable housing projects to apply over the coming year.
